MISSION STATEMENT
In order to further our goal of a desirable, safe city in which all residents can live, work, study, worship, play and have opportunities to improve the quality of their lives, the Department of Planning, Housing and Community Development (PHCD) is committed to a progressive vision of building and strengthening our diverse community by providing government services that foster economic vitality, sustainable growth, homeownership and quality housing, civic engagement and empowerment, and neighborhood stability.
In support of our mission, PHCD works in partnership with citizens, stakeholders in the public and private sectors, and other city departments to:
- Strengthen the quality of life in Binghamton’s neighborhoods;
- Preserve and develop decent, safe and affordable housing opportunities and increase homeownership;
- Maintain and improve the vitality of the Downtown and neighborhood business districts;
- Encourage a thriving and sustainable small business sector;
- Foster job growth, employment, and entrepreneurial opportunities;
- Increase civic engagement and citizen participation, especially among Binghamton’s youth;
- Support the delivery of efficient and vibrant community services;
- Revitalize Binghamton’s use of the rivers and waterfront areas; and
- Think globally, act locally, and plan regionally!
Message from the Director
Every successful city can be traced back to a common point of origin--smart planning--and our team is committed to working with all appropriate stakeholders to develop smart plans at the block, neighborhood, city and regional levels that advance Mayor Ryan's bold vision and progressive values.
I have the good fortune of working with an ambitious, creative team of public servants, and because of our efforts, we have earned a distinguished reputation in New York State. From our award-winning Restore NY awards to Be2 (one of only a handful of municipal Property Assessed Clean Energy Programs in the nation) Binghamton over the last few years has moved to the front-edge of sustainable practices and smart community development initiatives. And we are just getting started.
We are one of only three cities in New York State with three or more Brownfield Opportunity Area Studies underway. For two years in a row, we won first-place awards from the New York Conference of Mayors for our housing and blight prevention initiatives. We always put citizens at the center of our planning efforts in an effort to develop strategies that are inclusive and reflective of neighborhood needs. And our comprehensive approach to neighborhoods recognizes the critical connections between social, economic and environmental factors: we invest our resources creatively to advance gains across all sectors.
We don't tinker around the edges. We are committed to bold reform, what I call radical pragmatism. And it's working.

City Owned Properties Available for Sale
In addition to the many parcels that the City has revitalized through our award-winning Restore NY Program, Neighborhood Stabilization Program, and Community Development Block Grant, additional properties remain available for constructive use.
You can see a full-listing of City-owned parcels by visiting the Online Assessments page and writing "City of Binghamton" in the field titled "Last Name." Those interested in purchasing such properties can submit an Offer to Purchase to the Office of the City Clerk.
All offers will be given to the Board of Estimate & Apportionment for consideration, and must be approved by City Council.
