Applications / Exams

How to get an application to work or take a civil service exam for the City of Binghamton:

Application forms are in the document listing this page and are available from the City of Binghamton Civil Service Office, 5th floor City Hall, Binghamton, New York 13901. Office hours: Monday thru Friday 8:00 A.M. - 4:00 P.M. Phone: (607) 772-7008. Employment.

Rules and Procedures

  • Religious Accommodation - Individuals with Disabilities: If special arrangements for testing are required, indicate this on your application. Most written tests are held on Saturdays. If you cannot take the test on the announced test date due to a conflict with a religious observance or practice, indicate this on your application. We will make arrangements for you to take the test of a different date.
     
  • Falsification of any part of the Application for Examination or Employment will result in disqualification.
  • Accepted candidates for examination will be notified of when and where to appear for the examination. Candidates will not be admitted to the examination unless they have an admission notice, Social Security Card and Picture ID.
     
  • If candidates do not receive a notice to appear for the examination within 4 days, please call the Municipal Civil Service Commission (607) 772-7008. Disqualified candidates will be sent a notice.
     
  • The Civil Service Commission Office does not make formal acknowledgements of the receipt of an application or take responsibility for non-delivery of mail or postal delays.
     
  • Applicants must answer every question on the application form and make sure the application is complete in all respects. Incomplete applications will be disapproved.
     
  • Veterans or disabled veterans desiring to claim additional credit may make application for such additional credit on their application for examination or at any time between the date of the application and the date of the establishment of the resulting eligible list. Veteran credit is added only to the score of the examination when the passing score of 70.0 or higher is attained by the candidate.

    Military Law
  • Section 243-b(1): Any member of the armed forces who properly filed an application for a competitive examination within the announced filing period, but was unable to participate in the examination due to active military service, must be provided with a special make-up examination. This applies to veterans covered by Section 242 or 243 of the Military Law, as well as any other applicant who, due to active military service, was prevented from participating in a competitive examination for which he/she timely filed an application.

    Section 243-b(2): 
    All members of the armed forces who miss the application deadline for a civil service examination due to active military service are provided with the ability to participate in either the scheduled examination holding or a make-up examination, subject to the policy of the civil service agency administering the examination.                                                                                                                
  • The duration of an eligible list may be fixed for a minimum period of one year and not more than four years.
     
  • Candidates wishing to take more than one examination must complete the "application for civil service exam" for each examination.
     
  • All experience required to meet the minimum qualification section is paid experience unless otherwise noted.
     
  • ELIGIBLE LISTS: Successful candidates will have their names placed on an eligible list for this title in order of their final rating on the written test. If two or more eligibles receive the same final rating in the examination, they shall be ranked by the last 4 digits of Social Security number.
     
  • RULE of THREE:  Except as otherwise provided in these rules, appointment or promotion to a position in the competitive  class shall be made by the selection of a person on the most nearly appropriate eligible list who is willing to accept such appointment and whose final rating in the examination is equal to or higher than the final rating of the third highest ranking eligible on the list indicating willingness to accept such appointment.  The term "ranking" as used in these rules refers to the order in which the names of eligibles appear on the eligible list.
     
  • If you move, it is your responsibility to notify the Civil Service Commission Office of your new address. The Commission makes no attempt to find candidates who have moved. Failure to notify the Commission of a move could result in your being passed over for appointment.
