Dog Control

Department Overview 

The City of Binghamton Dog Control Office is in charge of enforcing dog regulations. Our Dog Control Officer responds to various dog-related incidents within the City of Binghamton, including stray dogs, dog bites, barking complaints and the enforcement of licensing requirements. For more information on the role of the City's Dog Control Office and dog regulations, please review Chapter 178 of the Code of the City of Binghamton.

Dog Complaints or Concerns

If you have a complaint or concern regarding a dog-related incident, please contact our Dog Control Officer by phone at (607) 772-7158, or by email at dogcontrol@cityofbinghamton.com. If you are directed to the Dog Control Officer's voicemail, please leave a detailed message, including your contact information. Voicemails are regularly monitored. If you need immediate assistance, please contact the Binghamton Police Department at (607) 723-5321 for General Information and Assistance.

If your complaint or concern is regarding a dog incident not located within the City of Binghamton, please contact the Dog Control Office or Police Department in your municipality.

Dog Licensing Requirements

If you own a dog that is more than four months of age and is not licensed, please visit the Office of the City Clerk in order to obtain a Dog License. A licensed dog is easier for our Dog Control Officer to identify and return to its owner. You will need to bring photo identification, proof of rabies vaccination, and proof from your veterinarian that your dog is spayed or neutered, if applicable. Please familiarize yourself with the City's dog regulations and abide by them. All dogs are required to be leashed when not on the owner's property. All dogs are to be licensed after four months of age. All dog handlers are required to clean up after their animal. Stray and unlicensed dogs may be seized, and fines may be assessed before the dog may be released.

If you have a complaint or concern regarding any animal other than a dog, please contact the Binghamton Police Department at (607) 723-5321 for General Information and Assistance.
