MISSION STATEMENT
In order to further our goal of a desirable, safe city in which all residents can live, work, study, worship, play and have opportunities to improve the quality of their lives, the Departments of Planning & Economic Development (DPD) are committed to a progressive vision of building and strengthening our diverse community by providing government services that foster economic vitality, sustainable growth, civic engagement, citizen participation and neighborhood stability.
In support of our mission, DPD works in partnership with citizens, stakeholders in the public and private sectors, and other city departments to:
- Strengthen the quality of life in Binghamton’s neighborhoods;
- Preserve and develop decent, safe and affordable housing opportunities and increase homeownership;
- Maintain and improve the vitality of the Downtown and neighborhood business districts;
- Encourage a thriving and sustainable small business sector;
- Foster job growth, employment, and entrepreneurial opportunities;
- Increase civic engagement and citizen participation, especially among Binghamton’s youth;
- Support the delivery of efficient and vibrant community services; and
- Revitalize Binghamton’s use of the rivers and waterfront areas.
Residential and Commercial Properties
Mayor Ryan has sought to enhance the City's home ownership opportunities through turning blighted properties over to constructive use. While many of these properties alerady have been purchased, a number of them still are available.

PHCD News
Commission Report Released (New!): The City's Commission on Housing & Homeownership in April 2009 released its final report, which recommends a variety of ways to boost the City’s homeownership rate, strengthen its housing stock, promote and retain responsible landlords and tenants, and improve the local quality of life.
The commission was one of four convened in April 2008 to investigate the most pressing issues related to City finances. The other commissions were asked to address personnel costs, sanitation, and sustainable development, and their reports are forthcoming.
Mayor Matt Ryan and the City Council now will review the recommendations, discuss them with the community, and move forward with reforms as needed.
New Zoning Map
The City of Binghamton's new Zoning Map (approved August 7, 2006) is now online. Map is available to download by clicking here. (Link also on righthand toolbar.
Comprehensive Plan
In 2003 the City of Binghamton completed a city-wide Comprehensive Plan which was adopted by Binghamton City Council. The plan, created by the Saratoga Associates, covers a wide range of strategies for improving the social and economic well-being of the City of Binghamton. Included in the plan are detailed changes to the City's zoning and concepts for improving economic growth in the downtown district.

Also, anyone interested in obtaining a copy of the Comprehensive Plan on Compact Disk may do so by contacting the City of Binghamton Planning Department. Copies can be obtained on a CD for a minimal fee. A hardcopy version of the plan is available for viewing at the Planning Department. Hardcopy versions of the Comprehensive Plan are not provided by the City of Binghamton. For details call: 607-772-7028.
